Abstract: In the face of rising citizen expectations and the need for streamlined public administration, government agencies are increasingly turning to low-code platforms to modernize service delivery. Salesforce, as a cloud-based platform with integrated low-code development capabilities, offers transformative potential for public sector digital transformation. This research investigates how low-code Salesforce models can be effectively designed and deployed to optimize government services. By analyzing case studies across municipal, state, and federal levels, we explore the architectural patterns, governance structures, data integration mechanisms, and security considerations central to low-code adoption. The paper highlights the ability of Salesforce to unify legacy databases, automate workflows, and deliver citizen-centric portals with minimal coding overhead. The proposed model enables agile responses to policy changes, greater transparency, and improved service accessibility, demonstrating that low-code CRM-based solutions can form the backbone of efficient and scalable e-governance.
